When I wrote that Buttigieg “doesn't have any” policy proposals it was as a parenthetical aside used for rhetorical effect. I went out to mention his three main proposals and gave each a fair hearing.
The link you shared is sort of funny because it doesn’t really list polcies per se, but more so enumerates broad statements of support for some of the most centrist, noncontroversial talking points in the Democratic Party.
Here’s a recent article from CNN on “Democratic candidates’ boldest ideas for 2020.” Buttigieg gets one mention: “South Bend, Indiana, Mayor Buttigieg doesn’t have specific proposals on much, but he has teased an idea to make the court bigger and give both Republicans and Democrats a say in filling the seats.” Yea, that about sums it up.
